PASS is committed to preventing human trafficking by minimizing its underlying causes, including poverty and houselessness.

Minimum Wage Increase

Senate Bill:
SB2609 Relating to the Minimum Wage
   
Committee Referrals: Judiciary and Labor (JDL), Ways and Means (WAM)

What it does:
  • Increases minimum wage rate to $8.20 per hour beginning on 01/01/15, $9.15 per hour beginning on 01/01/16, and $10.10 per hour beginning on 01/01/17.
  • Repeals the tip credit (currently $0.25).
  • Authorizes the department of labor and industrial relations to adjust the minimum hourly wage to the nearest 5 cents based on the Honolulu region consumer price index (CPI) beginning on 09/30/17 and on September 30 of each year thereafter, to take effect on the following January 1.

Homeless Person's Bill of Rights

House Bill:
HB1889 Relating to a Homeless Person’s Bill of Rights
   
Committee Referrals: Human Services (HUS), Finance (FIN)

What it does:
Establishes a homeless person's bill of rights, including:
  • the right to move freely on public property,
  • the right to emergency medical care,
  • the right to register to vote and to vote, and
  • the right to their own personal property.
